I don’t know if this is how it works on all phones but on my Razor (AT&T) you look at the picture in the “photo album” area and then go into the menu and there is a “set picture as…” command and one of the selections is “wallpaper”, others are “picture id” for incoming calls. I know my ancient Verizon buzz was similar and it was a Samsung buzz
