i have a Toshiba VOIP phone on my pc and cant change the mic settings for people to hear my voice.any tips?

i have tried windows audio settings and re-installin the software for this device which i use with skype but cant for the life of me get the microphone “switch” to go.every time i try it,it moves but goes back to the smallest settings.
