What does “restriction code” mean on a Nokia phone?

Hi! I had a Nokia buzz that I brought over to India to give to my fiance because I had it as an extra. He is finally getting around to trying to use it now, but it says “enter restriction code”. Is that the same thing as “unlocking” it? I knew that a blackberry or other device like that had to be unlocked but I didn’t reflect a buzz did. Does this mean he won’t be able to use it there? Or, how does he find the “restriction code”?
